Which comes first: economic vitality or good health?

That’s one question the Partner Up! for Public Health campaign is setting out to answer in a study examining the relationship between economic vitality and health.

Should the state be working to improve health in certain areas as a precursor to stimulating economic development and growth? Or does economic development have to come first?
